Office of Security, Safety and Vigilance operates a CCTV monitoring system to provide participants, staff, faculty, visitors and UMT infrastructure a safe and healthy environment round the clock.
1. PURPOSE OF CCTV
- Surveillance, vigilance and monitoring of UMT family as well as entire area of campus.
- Deterrence, prevention and detection of violation of rules and regulations.
- Investigation, identification and apprehension in case of any violation/ incident.
- Monitoring and control operation in case of any incident/ emergency.
2. OVERVIEW
- The CCTV system operates 24 hours a day throughout the year.
- The positioning of the CCTV system is planned to ensure maximum coverage.
- To raise awareness of the use of CCTV on UMT premises, signs are placed at all entrances to inform staff, students, contractors and visitors that they are entering a zone where CCTV is in operation.
- All staff, students and visitors should be aware that they are under CCTV monitoring.
3. STANDAR OPERATING PROCEDURE
- Access to CCTV Control room will be restricted unless and until authorized.
- OSSV management Staff will be authorized to access the CCTV control room.
- CCTV Supervisor will be responsible for monitoring/ operation of CCTV Cameras and associated equipment in the CCTV Control Room.
- CCTV operators will review the CCTV recording for the whole night, on the start of duty (next day).
- CCTV supervisor will be responsible for proper CCTV monitoring.
- It will be responsibility of CCTV Supervisor to ensure that all cameras are operational and working well.
- CCTV monitoring for security purposes will be conducted in a professional, ethical, and legal manners.
- Only concerned supervisor will be authorized to access CCTV recording to obtain footage.
- Information obtained through CCTV monitoring will be used exclusively for safety, security and to resolve the issues.
- CCTV supervisor will monitor footage and will report to concerned Officials only.
- All information obtained from CCTV monitoring will be subject to personal privacy and will not be disclosed/ shared with anyone.
- Permission to view CCTV footage will not be granted to anyone.
- In case of any incident, victim will lodge written complaint with Security Supervisor.
- Security Supervisor will be responsible for documenting and processing. In all cases a copy of the record will be lodged with the responsible officer and he will maintain a complete/ confidential record of all such cases.
- Urgent complaints will be processed/ solved on priority basis.
- Requests should include date, time and location of incident.
- Information to identify the accused person must be provided by the applicant.
- CCTV Recording will be retained in the system for fifteen days, after that time the images are automatically overwritten by the recording equipment.
- Footage captured by the system will be viewed in the self-contained and secure Control Room only.
- Staff involved in CCTV monitoring will be appropriately trained.
- Monitoring team will be committed for fair, lawful, open and accountable use of CCTV.
- Monitoring team will be highly alert and keenly observing while on duty.
- Entry/ exit from all gates will be monitored by CCTV.
- Activity of participants will be monitored by CCTV.
- Student’s Car Parking area and Vehicle movement will be monitored by CCTV.
- In case of any violation, incident, alarming situation, or suspicious activity, the CCTV supervisor will immediately report to the Head OSSV.
- Every incident will be registered/ noted in the record by the CCTV staff.
- Duty Roaster of CCTV monitoring team will be maintained by CCTV Supervisor.
- The control of the CCTV Surveillance System will always remain with the OSSV.
- CCTV Supervisor will be responsible for any leakage of information.
